About Alasgar Mammadli
Alasgar Mammadli is an Azerbaijani media expert and lawyer. He was born on 24 May 1968 in the Agdam district of Azerbaijan.
From 1991 to 1996, Mammadli pursued his bachelor’s degree in law at Istanbul University and later completed a master’s degree in law and public administration at the Public Administration Institute for Turkey and the Middle East (TODAIE) in Ankara from 1999 to 2001. He also underwent specialised training at the Istanbul Bar Association and gained experience as a lawyer in Turkey’s heavy criminal courts.
Upon returning to Azerbaijan, Mammadli worked with international organisations like Internews and IREX, where he trained hundreds of lawyers, journalists, and civil servants on human rights and media freedom. He also taught media and administrative law at Baku State University and the Azerbaijan Diplomatic Academy.
In 2016, Mammadli founded Toplum TV, an independent media outlet dedicated to providing balanced news coverage in Azerbaijan. His work has made him a prominent voice for press freedom and civil liberties in the country.
Case description
Mammadli was detained by plainclothes officers on March 8, 2024, just two days after police raided the offices of Toplum TV, in front of the Istanbul clinic in Baku, where he had gone for an examination due to suspected cancer. Authorities initially charged him with unauthorised construction and smuggling foreign currency, claiming to have found €60,000 in his apartment. On March 9, 2024, a court ordered him to be held in four months of pre-trial detention, which was subsequently extended on July 3, 2024, October 3, 2024, and December 27, 2024.
On January 17, 2025, prosecutors amended the charges, adding new counts of illegal entrepreneurship, large-scale money laundering, and tax evasion. Mammadli and his co-defendants have consistently rejected all charges, calling them politically motivated. His trial at the Baku Court on Grave Crimes is ongoing as of October 2025.
Mammadli’s health has deteriorated severely in detention. He suffers from tumours in his throat, rectum, and prostate that require urgent surgery. Despite multiple appeals from his lawyers for his release to house arrest, the courts have repeatedly denied these requests. His family and human rights organisations have reported that he has been denied an urgent biopsy and adequate medical care, actions they believe are jeopardising his life. In a July 2025 appeal, civil society representatives and journalists called on President Aliyev to intervene and ensure Mammadli receives the medical treatment he urgently needs.
