Case description
On 7 August 2023, Turkey arrested Fazil Gasimov and transferred him to Baku, Azerbaijan. His arrest and detention are directly related to the investigation into Dr Gubad Ibadoghlu.After being handed over to Azerbaijani authorities in Baku, Gasimov was remanded and charged with producing counterfeit currency. His pre-trial detention was prolonged several times.On 11 June 2024, he began a hunger strike to protest his arbitrary detention. Reportedly, while in police custody, he was tortured and ill-treated. During a court hearing on 30 August 2024, Gasimov described in detail the abuse he suffered, including being electroshocked and having his head forced into a toilet to coerce him into testifying against Gubad Ibadoghlu. It was also reported that his state-appointed lawyer cooperated with police to extract these false statements.On 3 October 2024, after being on a hunger strike for over three months, his strike ended due to his deteriorating health.In March 2025, Gasimov was sentenced to nine years in prison. In September 2025, the Court of Appeal upheld the decision.1,2,3
