NAZIM BAYDAMIRLI
Former MP and businessman, currently imprisoned on disputed charges stemming from his criticism of corruption and environmental issues.
About Nazim Baydamirli
Nazim Baydamirli (former surname Mammadov) was born on 4 May 1963, in Gadabay district.
Nazim Baydamirli received secondary education at the Baku Planning and Accounting Technical College. After completing his military service, he received his higher education at the Voronezh State Agrarian University of Russia. In 1989, he graduated from the Faculty of Earth Structure of this university with honours. From the same year, he worked as a junior researcher at the Voronezh Agricultural Institute, and as a teacher at the Voronezh State Agrarian University. Nazim Baydamirli, who studied at the graduate school of the university, defended his scientific work and received the title of candidate of economic sciences.
In the 1990s, he started doing business in Russia. In 1993-1999, he was the general director of “Capital X” LLC in Lipetsk. Since 1996, he has headed “Imperial LTD” CSC.
In 2000, he worked as the president of “Global Caspian LTD” in Baku, and in 2003-2005, he worked as the general director of “Binapmetal” LLC.
Nazim Baydamirli, a member of the ruling New Azerbaijan Party, was also a MP of the third convocation of the Milli Majlis – in the parliamentary elections held in November 2005, he was represented in the Milli Majlis from Gadabey-Tovuz electoral district No. 104 for 5 years. He was a member of the Standing Committee on Economic Policy of the Milli Majlis during his tenure as a MP.
In 2010, he again submitted his candidacy from the same constituency but withdrew shortly before the election.
On that eve, YAP called on the party members who nominated individually to withdraw. However, Nazim Baydamirli did not listen and did not withdraw his candidacy. Shortly after that, the employees of the Department of Preliminary Investigation of Tax Crimes started inspections at the “Logman Clinic” LLC owned by him, all the documents belonging to the clinic were taken away, and the enterprise was accused of tax evasion.
At that time, Nazim Baydamirli considered what happened as pressure on himself.
The former MP from time to time spoke about the monopoly in the country and the arbitrariness of officials in his speeches in the press and his posts on social media. In 2012-2013, there was a scandal between him and the head of “Baku Steel Company” LLC at that time, Rasim Mammadov, who is currently in prison. The former MP claimed that “Baku Steel Company” sends its men to small metal workshops, threatens them, closes those enterprises, and destroys the jobs of those who do not agree with it.
The former MP, who is the general director of “Baydamirli Holding”, has been in prison since 4 July 2023. He was charged with articles 146 (in the old (1961) edition) and 182.2.4 (extortion – when committed to obtain a large amount of property) of the Criminal Code of the Azerbaijan SSR.
The charge filed under the previous criminal legislation refers to the period when Nazim Baydamirli was engaged in business in the city of Lipetsk in the 1990s. In the materials of the criminal case, it is claimed that in 1996, Nazim Baydamirli threatened Azerbaijani Mursal Ibrahimov, who was involved in the alcohol business in Russia, to kidnap and kill himself and his family members through members of the criminal world. He asked him to give up the 40,000 dollars he had invested in the business, as well as 70,000 dollars. In the end, Mursal Ibrahimov refused 40 thousand dollars and paid 28 thousand dollars to Nazim Baydamirli.

Another charge filed under Article 182.2.4 of the Criminal Code is related to Adalat Bagirov, chairperson of the Supervisory Board of “Avto Garant” OJSC, in which Nazim Baydamirli himself owns a 30 percent share. It is alleged that Nazim Baydamirli threatened her with intimate images, demanded 50,000 manats from her, and ultimately received 10,000 manats.
Nazim Baydamirli does not accept these accusations, stating that both accusations are slander:
“When I was elected as a MP in 2005, I was fully investigated. If I had acted like that in 1996, of course, they would have known. They just saw my arrest as an opportunity. First, they used Adalat Bagirov to arrest me, and then they found him and added him to strengthen the accusation.”
He said that on the day of his arrest – 4 July 2023, he came to the Main Organized Crime Department to inquire about the results of his long-standing complaints against Adalat Bagirov. But he was arrested and charged 3 hours later. The next day, he was taken to court and an arrest warrant was issued.
Nazim Baydamirli calls himself a “prisoner of ecology”. He believes that on June 20, 2023, he was punished due to the protests of the residents in Soyudlu village of Gadabay.
The residents of Soyudlu objected to the negative impact of the waste lake belonging to the gold plant of the “Anglo-Asian Mining” company in the village on the population and the environment. During these protests, there was a conflict between the police and the population.
After those protests, the names of several people were mentioned in the pro-government media, one of them was Nazim Baydamirli. The former MP stated that what was written about him was slander. Nazim Baydamirli was arrested about 10 days after the dissemination of this information.
Currently, the case of Nazim Baydamirli is being considered at the Baku Serious Crimes Court.
