Zabil Gahramanov is an Azerbaijani defence lawyer known for taking on politically sensitive cases and for speaking out against police abuse in the country.Before his arrest, he faced professional disciplinary action that many viewed as harassment due to his human rights work. On 8 October 2025, the Presidium of the Azerbaijani Bar Association suspended his licence for six months for reasons that were not clearly stated.
Case description
On 23 October 2025, the police department in Ganja arrested Gahramanov on charges of aggravated fraud causing considerable damage (Criminal Code Article 178.2.4) and hooliganism involving resistance to a public-order official (Criminal Code Article 221.2.2).
On 25 October 2025, the Ganja City Court remanded Gahramanov to three months of pre-trial detention. His defence lawyers appealed the decision. On 28 October 2025, the Ganja Court of Appeal upheld the pre-trial detention order and kept him in custody.1
